As per TAC 20.16 each state agency, on a semi-annual basis, will report to Texas Procurement and Supply Services (TPASS) the payments made for the purchase of goods, services and public works awarded and actually paid from treasury and non-treasury funds. State agencies will report to TPASS the total dollar amount of Historically Underutilized Business subcontracting participation in all of the agency's contracts for the purchase of goods, services, and public works payments.
